Action Points? What does it mean?

How are they calculated and what to they mean.
I had 4/4 Action Points now I have 3/4 ???
they mean ikaraim is going down the tubes.
i have changed my mind, i am starting to like 2.0
attacking, trading...it all takes action points. they come back when the action is completed. you get another point every 5 levels of a town hall.
On your knees. I want you to beg for forgiveness
every fleet/army/tradeship manouvre takes one point as long as its in progress
which limits your freedom drasticly
